Description
The Office of Employer and Apprenticeship Services (OEAS) is part of the Education and Labor Cabinet and assists Kentucky businesses with recruitment efforts, assessments of employment needs, work-based training, apprenticeship programs, tax credit assistance and much more.
OEAS is searching for eight (8) Workforce Talent Project Managers to consult with local business and industry employers and provide tailored workforce solutions, ongoing support, and planning services to address employment needs in the commonwealth.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
Preferred candidates will have the following skills:
Excellent organizational skills with high attention to detail.
Capable of managing multiple projects and initiatives simultaneously.
The ability to work independently; self-motivated, and able to work in a fast-paced, changing environment while maintaining focus on project goals and client needs.
Excellent interpersonal skills with the ability to communicate effectively with individuals at all levels, both internally and externally.
Computer software proficiency with applications including Microsoft Word, Excel, PowerPoint, Outlook and database management systems.
Experience conducting workshops, training programs and presentations for diverse audiences.
The ability to analyze data and use data-driven insights to evaluate program effectiveness and make strategic decisions.
Job duties:
Meets with employers to discuss their employment challenges and assess workforce planning needs.
Analyzes data to determine workforce gaps.
Provides an overview of workforce solutions that include training opportunities, continuing education courses, recruitment assistance, career planning, retirement services, etc.
Develops and presents workforce services proposals to business and industry leaders based on their individual needs that integrate local, regional and state resources.
Provides regular follow-up to ensure implementation and adaptation to emerging needs.
Brokers relationships between businesses and community stakeholders to generate proactive solutions. Contributes to the development and enhancement of workforce advisory programs through assessment and feedback efforts.
Maintains ongoing relationships with the Statewide Workforce and Talent Team (SWATT) to ensure continuous improvement of strategies and processes.
Works with the business services team to ensure follow-up with companies is effective and efficient.
Represents workforce services at community meetings to promote workforce literacy and advisory services offered by public and private partners.
Initiates proactive engagement with targeted business and industry employers and connects them to program services under provisions of the Workforce Innovation and Opportunity Act.
Enters and manages real-time data in database to maintain accurate records.
Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor’s degree in business administration, human resources, marketing, or a related field.
EXPERIENCE, TRAINING, OR SKILLS: Three years of experience in business administration, workforce development, project management, education, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Additional professional experience in workforce development, project management, education, or a related field will substitute for the required education on a year-for-year basis.
