Job Duties:
This position will create timely, accurate, easy to understand, and inspiring content for City employees about City programs, projects, events, benefits, operational changes, etc. using multiple channels of communication; write, create and/or edit scripts and short videos (as the communicator in the video); help write appealing content and monitor questions on various employee channels; provide two-way employee communication/engagement and help identify employee trends, interests, etc.
Job duties will include:
Work with a senior staff member to develop/implement communication materials to address employee questions/concerns and create awareness about City programs/projects/events/benefits.
Develop a content calendar of recurring employee programs/events etc. as well as other planned ideas for the year.
Use reporting tools to assess analytics to make data-informed recommendations to drive increased engagement and identify employee trends/interests.
Help ensure there’s succinct, consistent messaging between what’s communicated internally versus externally.
Provide storytelling through articles and short videos to successfully convey important messages and highlight employees.
Develop positive working relationships with an internal communications network team.
Help coordinate methods and opportunities to gain employee-input and communicate outcomes, such as employee surveys, employee meetings with leadership, etc.
Create graphics in Canva for employee channels and/or work with our photographer and graphic designers for graphic support of written and online materials.
Write and distribute message points, articles, scripts, and emails using multiple channels of communication, including being the communicator in short employee videos.
Assist senior staff member to plan content for, monitor and update all employee channels as needed.
Work independently as needed and be a self-starter. Handle confidential matters.
Work during major emergencies and inclement weather as an Alpha One to provide accurate and timely information to City employees, as needed.
Work with a limited number of internal departments/committees, including the Human Resources Department, to help create awareness about their programs/events by being proficient in best practices for creating effective marketing.
Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs

Minimum Requirements:
MINIMUMS: Requires any combination of education (above high school level) and/or experience equivalent to six (6) years in fields such as public relations, communications, marketing, or journalism utilizing the required knowledge, skills and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the Citys operational status.

Preferences:
Use creativity, sound judgment and excellent storytelling skills to produce timely, informative materials for internal communications; excellent writing skills; excellent proofreading, grammar skills; promote positive image of the City of Virginia Beach in a variety of internal materials; discern how to handle confidential/sensitive information; present professional image at meetings, representing the City and department/office in a positive manner; comfortable being the spokesperson in a 60-second or less internal video; establish and maintain effective working relationships with City departments; work closely and collaborate with a senior staff member while also being comfortable working independently; use diplomacy and skills in dissemination of appropriate information; prior use of SharePoint and MVIX is a plus.
