Summary:

Under general direction, the Web and Applications Manager combines technical and managerial skills to lead development and operations of ANTHC’s web applications, including corporate intranet and external web solutions. This requires collaboration with stakeholders across the organization to analyze business needs, capture business requirements, and lead all phases of the development lifecycle.

Responsibilities:

Leads a Web Team positioned in the Marketing and Communications Department that is made up of technical and customer-focused professionals that may include full-time employee and contractor positions, fostering a collaborative and innovative team environment. Develops and implements a comprehensive vision for ANTHC’s web infrastructure, including tools such as SharePoint and WordPress, aligning technological solutions with organizational goals.

Collaborates with stakeholders across departments to gather business requirements, ensuring web applications meet functional, security, and user experience standards. Provides technical oversight and leadership for SharePoint administration, including infrastructure design, security configuration, and compliance.

Directs enterprise-wide SharePoint deployment and facilitates seamless integration with other Microsoft products and third-party solutions.

Assesses existing web infrastructure and solutions, making recommendations to enhance performance, security, and reliability.

Champions customer service excellence, ensuring web applications and platforms provide efficient and secure user experiences.

Mentors technical staff and departmental power users, empowering them with the knowledge and tools to effectively utilize and maintain SharePoint solutions independently.

Facilitates development of training programs to promote organizational proficiency in web application usage and supports an internal network of departmental power users.

Oversees all phases of the web application development lifecycle, from conceptualization through development, deployment, testing, and maintenance.

Presents web solutions and designs to stakeholders, facilitating User Acceptance Testing and incorporating feedback effectively.

Ensures comprehensive documentation, including test plans, user manuals, technical guides, and project documentation, is maintained and current.

Manages after-hours and on-call support to ensure continuous availability and reliability of production web systems.

Performs other duties as assigned.

Knowledge and Skills

Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s).
Expert knowledge of SharePoint (On-Premises 2019, and Online), including architecture, design, development, deployment, and maintenance.
Proficiency with SharePoint Designer, InfoPath, web parts, workflows, content management systems, and SEO.
Experience with Nintex workflows, process automation, PowerShell scripting, SSRS, and SSIS.
Proficient in HTML5, CSS3, JavaScript, Responsive Design principles, and information architecture best practices.
Strong organizational skills, adept at managing competing priorities and complex project timelines.
Exceptional interpersonal, mentoring, and communication skills, both written and verbal.
Familiarity with structured development methodologies and software development lifecycle processes
Ability to establish and maintain cooperative working relationships with others.
Ability to manage multiple priorities and tasks concurrently and meet deadlines.

MINIMUM EDUCATION QUALIFICATION

Bachelor’s degree in Business, Computer Science, or a related field; equivalent progressively responsible professional experience, education, or training may substitute year-for-year for required education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory Five (5) years of professional experience as a developer/programmer in Microsoft platforms, including at least three (3) years directly supporting SharePoint environments.

TO INCLUDE

Supervisory Two (2) years of supervisory or team leadership experience preferred but not required if the candidate demonstrates significant collaborative and technical leadership experience.

PREFERRED EXPERIENCE QUALIFICATION

Healthcare industry strongly preferred. Direct experience with Tribal entities, especially in the Alaska Tribal Health System.
Extensive knowledge and practical experience with SharePoint Online and SharePoint 2019 platforms.
Expertise in .NET website development (C#, ASP.NET), MVC frameworks, and Entity Framework. Advanced PowerShell scripting skills.
Proven analytical, research, and problem-solving capabilities.

PREFERRED CERTIFICATION QUALIFICATION

Microsoft SharePoint certifications. Microsoft development certification.
